Nevertheless, most human rights agencies remain skeptical, and the office of the UNHCR refused to participate in the transfer of the first four refugees from Nauru. The IOM, the leading intergovernmental migration organization, with 157 member countries, said it took part because the scheme offered the best available solution for the refugees.

"We decided to get involved because we believed it was the best and possibly only alternative for these vulnerable people aside from staying on the island of Nauru, where we know the situation is far from ideal," said Joe Lowry, the IOM regional spokesperson in Bangkok.

"These people were told they were not going to Australia and they'd set out in the belief they might get there," Lowry said. "Then in Australian offshore processing, they were told they were either going to stay in Nauru, go back to countries they came from, or accept resettlement in Cambodia."

It is not clear how many more migrants will be transferred from Nauru. Although there is no concrete evidence to support the claim, some human rights activists say the Australian government is having trouble persuading refugees to volunteer, and that the Cambodian government is reluctant to accept large numbers.

However, Robertson said he thought the trickle would soon become a torrent. "The last six months has been like a high school dance, everybody's sitting on the sidelines watching each other, seeing who's going to go first," he said.

"I don't think these four are the end of the line, I think Australia is going to play a major role in trying to pressure the remaining refugees on Nauru to take this offer and go to Cambodia."無添加のクリー
